FPWD of non-element selectors

Hi,

during the ITS 2.0 development there were requests for adding CSS
Selectors as an alternative to XPath for global rules. This request was
fulfilled. Then there were additional request -- CSS Selectors doesn't
support selection of attributes. I led effort to extend CSS Selectors
with this ability and finally there is first WD published at:

http://www.w3.org/TR/selectors-nonelement-1/

I hope that people who asked for this will try to implement this and
provide feedback.
