RE: "nel" value for its:lineBreakType

I think we dropped that value during one of the draft review.

Maybe we missed cleaning it from some test cases.

Rummaging through the ITS test suite I found the value of "nel" for its:lineBreakType. I looked for it in the ITS spec found it in
the RNG schema (appendix D.3), but there was no explanation of what it is for in section 8.20.2.
