ITS Processor Update

Hi all,

Please find attached a zip file with the latest version of our test implementation of the ITS processing API.

I have not had the time to do much. Now the code handles also half of the TERMINOLOGY data category, local or global. It does not do
anything with the termInfoPointer, termInfoRef and termInfoRefPointer parts (besides validating them), but I've start the code for
it too.
