Elements within Text at the local level

Hi,

 

I'm suggesting we could create local rules for "Elements within Text". 

The use case for this would be using a streaming ITS processor which
doesn't rely on XPath.

This would enable users to create a much simpler ITS processor which
doesn't rely on a DOM or XPath, but which can still read all ITS Data
categories with the

Exception of Language Information.
