Chaps, I have converted to XHTML and uploaded the FAQ on Internationalization/Localization at: http://www.w3.org/International/questions/qa-i18n.html but not yet linked to it from anywhere. I have integrated many comments from Addison Phillips on behalf of the Core WG, and this week have spoken with the ITS WG. We have already discussed this in our telecons. If there are no showstoppers arising before the end of tomorrow, I propose to publish this early next week. You may send comments, but please consider carefully whether they add value. It may not be perfect, and it may not reflect your personal view on how these things are defined, but it is a carefully crafted compromise. Everyone has a different idea about how these terms are defined, and this has been a very tough baby to deliver. We have discussed it at length and over a long period already, and I will not appreciate any showstoppers at this stage.
