Notes on Feb 28 2015 Updates to ELREQ Doc

Hello All,

Just some notes here on changes made today to the developing document,
mostly focused on the Justification section with the goal of enhancing
clarity:

* Phrasing updates to the Justification section for clarity
* Removed the "Semi Justification" section as it is mostly a historic note
and didn't contribute to the specification substantively.
* Issues added to the Justification sub-sections.
* "Ethiopic Wordspace in the Context of Comma" sub-section moved under
"Other" section is it was not a justification topic.
* Minor update to Figure 17 to show relative widths.
* A forgotten sub-section on "Sebatbeit Glyph Preferences" added, I'll
populate it during the coming week.

Regarding justification, I'm starting to favor changing "left bounded" to
"word bounded" as a more intuitive and descriptive phrase for the spacing
style being described.
