Agenda+ Close all `close?` issues?

Looking at our comment tracker, we have many issues that have gathered the
"close?" tag.

I propose to do a review-close round with all of these issues. Specifically,
I will go through the list and close any that do not look controversial. The
remainder will be brought to the WG. Any "awaiting comment resolution"
reviews on our radar that would then be completed will be marked as "close?"
for review as well. Let's review this as a plan this coming week.
