agenda+ update the W3C style guide I18N section

All,

 

While responding to my action item about e.g. i.e. etc. I went to see if the
W3C Manual of Style [2] was the source of confusion.

 

I notice that there is a healthy I18N section of the doc, but it's probably
out of date. It talks about Character Model Fundamentals but not about
specdev. I suggest a review?
