Here’s a summary: For some HR review issues, we have two related tracker issues in https://github.com/w3c/i18n-activity/issues . One is for the original issue[1] and the other is for the PR[2] that fixes the original issue. The original issue usually has an i18n-needs-resolution label, while the PR usually has an i18n-tracker label (added by the WG or by an i18n WG member). Ideally, when the tracker issue for the original issue is closed, the tracker issue for the PR should also be closed, but the bot is not able to do this automatically at the moment, and we don't have the process and time to do a periodic inspection of the i18n-tracker issues either. We could also remove the i18n-tracker label in PR, but that way i18n WG members won't be notified of updates, and sometimes a lot of important discussions happen in PRs.
