Hello Martin, The action item is not about language subtags but about language tags. The RDF community has developed several (non standardized) Web services that provide information about languages and related information, see e.g. http://lexvo.org/ The information is accessible as RDF, with unique URIs for languages. The unique URIs are also cited in standards like DCAT. Such services are proprietary.
