Updates to Spec guidelines

In light of the discussions with the Social Media WG, i merged the 
recent updates to the bidi section with the main document, and also 
updated the information about language, putting that into it's own 
section again.

I still have a couple of comments from Mati and Lina to finish dealing 
with - they're not forgotten.

Of course, i'm going to ask people to read again and send in any 
comments you have.

I haven't updated the TR version yet - i'll need to remind myself how to 
do that (with Echidna).
