This is correct with respect to the text *buffer*, even though a conformant UBA implementation would "only" keep orphans. Anyway, the bottom line is that the result will likely not be what the author intended. That said, in some elements that do not allow inline markup (such as an input control), at present there are often no means - other than CCs - to customize the text appearance.
