A new draft of this article is available at http://www.w3.org/International/questions/qa-translate-flag I'd like to discuss during the next telecon with a view to announcing it to www-international for review. I also added to http://www.w3.org/International/tests/html5/translation-services/results-translation-services some tests for translatable attributes in HTML5 and their handling in 3 online translation services.
