RE: Encoding spec status

The script stuff is ReSpec. To make ReSpec work, I needed to make a few minor changes. Otherwise I don't modify the markup.

The validator errors are easy to rectify and I posted them on inter-locale:  http://www.inter-locale.com/w3c/encoding-spec.html
