[Unicode liaison] Encoding document at W3C

Hello Mark,

I'm writing to you as our Unicode liaison regarding an action item [1] from our most recent teleconference [2].

Currently there is an effort at W3C to develop a document as an adjunct to the HTML5 effort regarding the handling of character encodings, including both Unicode encodings and legacy encodings. The early draft is located at [3]. Our group felt that the Unicode Consortium should be aware of this effort. Several issues that might be considered here:

1. It isn't clear where this document should be published within the W3C (or even if it should be published by the W3C). The IETF might be another route. It occurs to me while writing this email that a UTR might also be a reasonable.

2. The UTC may wish to comment on specific aspects of this work, including the sourcing of the mapping tables to/from Unicode and the handling of various transcoding issues, as well as the text in general.
