4.6.7 The q element

On behalf of the i18n WG.
We think it would probably be useful to add a note to this section to remind
readers that users can set the quotation marks differently for content in a
particular language using the quotes property in CSS.
It would also be useful to provide a non-English example (there is one in the
CSS spec for Norwegian).
Btw, any description of language-dependent styling should mention that the
shape of the quotes around the q element depends on the language outside the q
element, not the language inside it.
