Please note that proposed attribute just indicates whether content should or shouldn't be translated. How it is translated is completely out-of-scope for HTML5 spec and it is up to particular translation software or human translator to decide. I can imagine cases where Ruby can be safely translated and completely removed from document. But I can as well imagine cases where it shouldn't be translated at all and such case can be easily indicated by putting translatability flag on the Ruby element.
