Editorial comment on XML Schema 1.1, part 2

Hi all,

I would propose to make the following editorial comment on XML Schema 1.1,
part 2, about
http://www.w3.org/TR/2009/WD-xmlschema11-2-20091203/#language
change the reference from RFC 4646 to 5646. This will be editorial, since
the statement in the spec "RFC 4646 or its successor" encopasses RFC 5646.
