Is there a wiki, issue list, and other infrastructure for this
work that I could have access to, or that someone with access
could help me fix up to accommodate the drafts, edits, status,
etc?
Looks like we'll have a BOF at IETF 76, but I'd like to get
as much done as we can in advance.

Historically our W3C Working Group has managed this work, but I don't think we would be opposed to seeing an IETF WG for this purpose.
