I hacked up some modifications to §2.3 (attached) which make the section actually cover 4647.matches. These changes end up referencing SPARQL functions long before they are introduced (§3) so I don't think this is a good idea. I think a better solution is to rename 3.1-3.3 to * 2.3.1 Matching Literals with Language Tags * 2.3.2 Matching Literals with Numeric Types * 2.3.3 Matching Literals with Arbitrary Datatypes which indicates that we are matching RDF terms.
