I think you should state this clearly in the specification, or remove the dc:lang example. The relative merits of the lang attribute vs the Content-Type meta element expressing language in HTML have caused a good deal of confusion. I wouldn't like to see this repeated in PLS. On the other hand, there is a larger discussion relating to use of xml:lang for which I am unable to find a comment, but which may be relevant here. Some of this relates to discussions we had at the SSML workshop in Crete. The basic question is: Is xml:lang appropriate to indicate the language for which the pronunciation lexicon is relevant (as stated in section 4.1). I think not, and that you need a different attribute - especially if lexicons are to become multilingual in the future, since xml:lang can only support a single value at a time. I have just sent an email on this topic to w3c-voice-wg with the subject '[ssml] Content marking using xml:lang'.
