I don't know of any Guidelines, but there are plenty of predents, including the Publication Rules themselves. http://www.w3.org/2003/05/27-pubrules Different specs do it in different ways. The key thing is to distinguish words like the 'must' of a conformance criterion from the common or garden use of 'must' in descriptive text.
