   felix: got feedback that we should slow down publication of this

   ... we need an implementation report for resid

   Richard: charmod needs implementation in specs

   Francois: for resid, you have to show that browsers or servers to
   the right thing

   Felix: do we then have to write an implementation report?

   Francois: in the resid spec, there are four requirements
   ... we require a test suite, but the document places requirements on
   spec
   ... the document is just a wrapper on the IETF IRI spec

   Richard: conformance criteria are just about specs

   ... and it should be after the matching part is finalized
   ... I am writing s.t. about the first part part of RFC 3066bis
   ... for the www conference, and to put on the i18n site
