[clreq] 脚注编号与汉字之间不应该加中西间距 (#713)

YDX-2147483647 has just created a new issue for https://github.com/w3c/clreq:

脚注编号与汉字之间是不是不应该加中西间距？目前文档没有提及，我希望加上。

例子：下图中`11`、`12`是脚注的编号，两边不该加空白；而`149`是正文中的普通数字，两边通常应该加上中西间距。

[JLReq §4.2.3 The Processing of the Reference Mark 合印の処理](https://www.w3.org/TR/jlreq/#the_processing_of_the_reference_mark)专门讨论脚注编号/符号，但没强调中西间距（欧文間隔，cl-26）的事；不过他们给了图248，看起来是不加：
