Re: [jlreq] Update the JL-TF charter (#469)

Those changes sound good.

Some other observations:

- The link to i18n WG's [Layout tracker page](https://www.w3.org/International/i18n-activity/textlayout/) points to an obsolete page with the following warning banner: "This page is no longer used, and is out of date. This information it contained can be found by visiting the [Internationalization home page](https://www.w3.org/International/) and following the links to the various LE (Language Enablement) repositories. The home page for each of those repositories contains links under "Help Wanted!" to questions, and under "Discussions" links to other types of information."
- The link in "For information about the wider framework into which the Japanese layout work fits, see [Analysing support for text layout on the Web](https://github.com/w3c/i18n-discuss/wiki/Analysing-support-for-text-layout-on-the-Web)." should now point to https://www.w3.org/International/i18n-drafts/pages/language_framework_overview
