The tricky thing in specdev is: specifications generally should only require 'well-formed' checking from processors (unless the additional overhead of validity checking has added value to the specification) but should require 'valid' from content/content authors. DAPT is currently non-specific. The comment in the syntax would apply to authors. I can't find in the text how conformance is managed. The rest of that section I find confusing, especially Example 24.
