Having lived in both France and Sweden, I can tell that at least in these two countries, the region is not needed. I have been forced in the past to select a region in Sweden and a region/département in France and I could tell these were websites designed in the US because these are not necessary and are more of an annoyance than anything. I know that this is something true for other countries as well, but cannot make categorical statements so will limit my comment to adding the people should make sure that it is an option, but should not be compulsory (similarly to the postal code comment). Even when I simply have to select it from a list that is pre-provided, this is an unnecessary click which is also not useful for the delivery itself. In the case of France, our postal code is static per city and I do not need to add that the département is Sarthe, the postal code already starts with 72 which designates the Sarthe Département.
