Not directly. They would have to explicitly requests the files stored on Git LFS. You can try to 'git clone git@github.com:w3c/jlreq.git' and the files under `images/source` will only be pointers to the remote storage.
So the script consuming all the bandwidth must be explicitly fetching these files but I have no idea where that script is... maybe @himorin knows.
