Re: [i18n-activity] ACT does not require that the language of text is indicated (#1911)

The AG WG responded that other accessibility specs (ACT Rules Format 1.1 
points to WCAG) already require that the human language of text can be 
determined programmatically, and so that applies here, too.

However, that doesn't cover direction metadata, which is also needed. I 
added a comment to say that we prefer an explicit note in the spec 
itself.

So I think we should not close this yet.
