I just added a couple of examples about how to lay out lists at https://w3c.github.io/i18n-drafts/questions/qa-upright-counters-in-vertical.html#layout. One of those attempts to replicate the second example in https://github.com/w3c/i18n-drafts/issues/620#issuecomment-2541189964.
