[i18n-drafts] [questions/qa-apache-lang-neg] Content language in HTTP (#667)

xfq has just created a new issue for https://github.com/w3c/i18n-drafts:

Does "content language" here refer to the `Content-Language` header in HTTP? If so, it would be best if we could say that clearly and maybe add a [link](https://www.rfc-editor.org/rfc/rfc9110.html#name-content-language).
