r12a has just created a new issue for https://github.com/w3c/clreq: == Are double underlines used for place names? == [Proper noun marks.](https://w3c.github.io/clreq/#id88) mentions that underlines are used for proper nouns. I was researching Hmong orthographies and one source mentioned that single line underlines are for people's names, whereas place names use a double underline. Is this the case for Chinese? If so, we should probably add information to the section.
