[jlreq-d] 和欧間スペース：フットマーク用の記号 *†‡◊ (#44)

和欧間スペースの定義をUnicode全体に広げようとしています。jlreq-d’s [spacing property](https://github.com/w3c/jlreq/blob/gh-pages/docs/spacing_property/spacing_property.md) に提案がありますが、何点か議論のある文字についてJLReq TFで議論したく。

#### これはフットマーク用の記号 *†‡◊ について
JLReq ではこれらの文字は、アステリスクは全角文字かどうかによって、それ以外は同じ文字でもその書体における文字の幅によって cl-19 または cl-27 に分類されています。が、その分類は使えません。どうしましょ？

@xfq さんから、これらは両方ともベタではないかとの[問題提起](https://github.com/w3c/csswg-drafts/issues/9479#issuecomment-1806752683)がありました。
