Support for different locales is always being expanded, primarily through Unicode's [CLDR project](https://cldr.unicode.org). This enriches what is available to users of different operating environments (host operating systems) as well as localizations in browsers or data backing JavaScript runtimes, etc. 

Some languages struggle to get onto the "supported" list and lists of languages/locales become outdated over time. In addition, the BCP47 standard and CLDR project allow for locale negotiation and fallback (so, for example, many different Spanish locales might be served by the `es` resource files).
