Re: [clreq] Ideographic spaces at the beginning or end of lines (#411)

Translation of https://github.com/w3c/clreq/issues/411#issuecomment-974880308 :

-----

Example 1: Nuo tai (Chinese: 挪抬)

Nuo tai (or Kong tai, Chinese: 空抬) is a kind of Tai tou (Chinese: 抬头). It is used in written Chinese to denote respect for the person being mentioned. It leaves a one-character wide space before the first character of the person's name.

Using Unicode ideographic space is a common way for implementing Nuo tai. In this usage, the space and the following character (that is, the first character of the person's name) cannot be split into two lines. In other words, the full-width space can appear at the beginning of the line, but it should not appear at the line end.
