As mentioned in the intro, it's just a short article intended to explain why there is an issue, rather than provide solutions. The article was written because people are generally unaware of, or unclear about, why there's a mismatch between aksharas and grapheme clusters, as you mention.

Yep, exactly the point (or one of the points) we're trying to make in the article.

So i think we have no issue here.  Reopen if i missed something.
