In sum, to vertically layout the "-196℃", @KobayashiToshi san recommends:

- Use U+2212 MINUS SIGN instead of U+FF0D FULLWIDTH HYPHEN-MINUS
- If it is three digits make each digit upright. Usually Tate-chu-yoko is recommended for up to two digits.
- Using the combining character "℃" is ok. Alternatively use "°" and "C" and make the whole part rotated 90° like English words.
- Alternatively, it could be spelled out like "マイナスセ氏一九六度".

He also explained that there is no definite right or wrong here. Certain genres of books have common rules but otherwise it is up to the author or the editor's discretion.
