Ah, Javascript! When viewing the page with Javascript execution blocked (my default), there is no link text. When allowing execution of scripts from w3c.github.io and www.w3.org, there is link text, "ยง 3.2.5.1 Requirements When Specifying Normalization in Document Formats". There is also a lot of formatting and colour.
