JDLH has just created a new issue for https://github.com/w3c/charmod-norm: == Missing link text in section r_n11n_authoring, link to normalizing-spec == In section with anchor [`#r_n11n_authoring`](https://w3c.github.io/charmod-norm/#r_n11n_authoring), there is a sentence "A specification that requires storage and interchange of text in a specific normalization form needs to address the requirements in" [missing link text]. The end of this sentence is a link without link text: `<a href="#normalizing-spec"></a>`. This sentence would read more easily with link text in the body of that `<a>` element.
