@andjc Thanks for the comment Andrew! That's a good callout and I'll add text to that end. Elsewhere @fsasaki is saying much the same thing. Note that often the interpretation of a macrolanguage as a specific ("dominant" is the word CLDR uses) language isn't an issue (since what it means is the selection of which locale data to use e.g. for formatting numbers and dates and such). But it does make a different in other cases (selecting a spell checker, for example, or with the resulting presentation of some data elements).
