Looking at the document, it seems to me that the placement of the new mustard may belong closer to the first piece of mustard (​Specifications for the Web that require language identification MUST refer to [BCP47]. ) Either than or have some subsections, one of which might be Applications, following on from Specifications (?) I think i'd say "Applications that provide language information as part of URIs (e.g. in the realm of RDF) SHOULD use [BCP47].", but i leave that up to you.
