- if there's an i18n-*lreq label in the WG repo:
   -  ...LREQ label(s) should be there
   - SPEC-TYPE-ISSUE should be there
   - add TYPE-INFO-REQUEST if a request for script/language expert advice
    - add I:...  label(s)
