[jlreq] Positioning of consecutive opening brackets, closing brackets, commas, full stops and middle dots (#181)

himorin has just created a new issue for https://github.com/w3c/jlreq:

In Japanese text, spacing between consecutive punctuation are partly omitted as described in [JLReq section 3.1.4](https://www.w3.org/TR/2012/NOTE-jlreq-20120403/#exceptional_positioning_of_ideographic_comma_and_katakana_middle_dot), as follows:

This is implemented in css-text Level 4 text-spacing, not yet implemented in browsers.

(tests are proposed to i18n-tests, not yet reviewed by i18n WG nor merged)
