It is a request from ARIB (Japanese broadcasting) to TTML, to have specific note(s) on additional font handling, and I (personally) assume that PUA is used for historical reason (e.g. when IVS was not developed well) and/or special cases (e.g. special character for vertical). 
We'd ask i18n on whether provided note is correct or not. (and I was pressed to have i18n involved in liaison comments in project management...)
