"Combined and updated 3.3.8 f,g,h into one (3.3.8 f)" is not particularly helpful unless you go off and do some research. And even then it's initially problematic because there are two sets of f,g,h in that section (a link would have helped - i assume this is about https://w3c.github.io/jlreq/#id237 ?) Is there any substantive change there? If so, that should be described. If this is purely a reorganisation of the list with no change to meaning, it seems hardly worth mentioning. I think it would be sufficient to just say something like "Minor editorial change(s) to structure".
