[jlreq] Add the Reiwa square ligature to the ideographic characters class? (#133)

xfq has just created a new issue for https://github.com/w3c/jlreq:

== Add the Reiwa square ligature to the ideographic characters class? ==
The character U+32FF SQUARE ERA NAME REIWA, added in Unicode 12.1 is not in the [Ideographic characters (cl-19)](https://w3c.github.io/jlreq/#ideographic-characters-cl-19-cl-19) class currently, and we should probably add it.

If the current edition of jlreq is based on JIS X 0208 and 0213 (rather than Unicode), we can add it in the next edition.
