With your change, the text is implying that these three levels are somehow important to JIS X 4051 and required definition on their own. I would think the three sizes are basically chosen as representative of many possible variations, so I kind of preferred the old text "as follows". Original motivation of this change is mark "three" and list of heading levels as informative or one possibility, and to state definitions in following sections are described based on three levels.
