[clreq] Should mention position of underline for vertical writing mode

upsuper has just created a new issue for https://github.com/w3c/clreq:

== Should mention position of underline for vertical writing mode ==
JLReq mentions that in vertical writing mode, sidelines (which is 
handled as underline in CSS) are on the right side of characters. I 
heard that in Chinese, we put underline on the left side, but that 
doesn't seem to be mentioned anywhere in CLReq. I guess this is 
something should be added.
