Well... It means the difference like between ‘’ (curly quotation marks) and 「」(corner brackets), they are semantically same (omitting the difference of single and double ones) in both writing systems, but they are used in different appearances in different writing systems or (mostly for Simplified Chinese) different text directions. -- GitHub Notif of comment by VirgilMing See https://github.com/w3c/clreq/issues/59#issuecomment-112810675
