Since there have been no objections, I'm marking ISSUE-5 [1] and ISSUE-11 [2] as

RESOLVED: Do not introduce RetrieveResourceOperation and remove other Operation types.

ISSUE-11 will be closed when the changes have been implemented in the specification. ISSUE-5 and ISSUE-4 [3] have been closed.
